Hong Kong's Protection of Critical Infrastructures (Computer Systems) Ordinance (PCICSO, Cap. 653) took effect on 1 January 2026, mandating designated operations of critical infrastructure safeguard computer systems against cyberattacks across sectors such as IT, telecom, energy, and finance, thereby maintaining the normal functioning of Hong Kong society and the daily lives of its people.
This introduces the key obligation categories:
Architecture: Critical infrastructure is required to set up an HK office with the security management unit.
Prevention: Regular preventive measures like risk assessment, security audits, and management plans (due within 3-12 months).
Incident response: Provide an emergency response plan and be responsible for notifying computer-system security incidents within a designated timeframe.
